UAEZY research note

New residents often confuse a licence-renewal delay fee with the separate consequences of actually driving without a valid licence. They are not the same issue.

Use the authority connected to the traffic file
A Dubai licence renewal normally needs Emirates ID, an eye test and cleared fines
Dubai’s published renewal delay fee is AED 10 per month, capped at AED 500
Driving without the proper licence is prohibited
Fines can be linked to a vehicle, licence or traffic file

Which authority should I use?

Dubai drivers commonly use RTA Dubai and Dubai Police. Abu Dhabi users may use TAMM or Abu Dhabi Police. Federal traffic services may appear through MOI. Use the authority connected to the licence, plate and traffic file.

Getting or exchanging a licence

Eligibility to exchange a foreign licence depends on the issuing country and current RTA or local-authority rules. Otherwise, the resident may need a traffic file, driving institute, eye test, training and tests.

Expired Dubai driving licence

RTA currently states that a driving licence can be renewed using a valid Emirates ID and eye test after paying relevant fines and fees. The published renewal delay fee is AED 10 per month from expiry, capped at AED 500. A licence expired for more than 10 years requires an evaluation-test route.

Driving without a valid licence

UAE rules prohibit driving on the road without a licence from the competent traffic authority. Do not treat the renewal delay charge as permission to continue driving. The enforcement outcome depends on the violation and applicable law.

Where to check fines

Dubai fines can be queried through Dubai Police or RTA using details such as the plate, driving-licence number, fine number or traffic-file number. For other Emirates, use the relevant police, TAMM or MOI channel.

Important
  • Plate number
  • Traffic file number
  • Driving licence number
  • Fine number, if available

Black points and vehicle fines

A fine can be recorded against a vehicle while black points may need to be assigned to the actual driver. Follow the official declaration and payment process; do not enter another person’s details without authority.

Before buying or driving a used vehicle

Check registration, insurance, inspection status, outstanding fines, Salik details and the ownership-transfer route. Never drive a newly purchased vehicle before the official transfer and insurance are complete.

FAQ

Is the AED 10 monthly delay fee the fine for driving with an expired licence?

No. It is the published Dubai licence-renewal delay fee. Driving without a valid licence is a separate enforcement issue.

Where can I see fines in my name?

Use the police, RTA, TAMM or MOI channel linked to your licence, plate or traffic file.

Can I renew a Dubai licence while on a visit visa?

RTA states that a valid Emirates ID is required for the normal renewal route.
